Carolyn Mathews serves as the Director of the Migrant Education Program at the Florida Department of Education. She was appointed to this position in October, 2004. She brings to the program 26 years of experience in all aspects of Migrant Education serving as a recruiter, records clerk, data center operator, Regional Data Center manager and program specialist. Prior to assuming the leadership role for the Migrant Education Program in Florida, she, alone, managed program implementation at the state level. She provided technical assistance and support to the 63 local educational agencies operating migrant programs in the state. She is has participated on various national committees and presently serves as the vice president of the National Association of Directors of Migrant Education (NASDME). She has completed course work at Seminole and Tallahassee Community Colleges and is pursuing continuing education at Florida State University, Tallahassee, Florida.

Judi Miller is the Assistant Director of State and Federal Programs at the Kansas State Department of Education.  Her primary responsibility is to facilitate the implementation of No Child Left Behind in Kansas.  This includes serving as State Director of Title I and managing the process for determining adequate yearly progress (AYP).  In addition, she oversees most of the programs in NCLB including the Migrant Education Program and Title III English Language Acquisition.  Judi also serves as the treasurer for the National Association of State Title I Directors (NASTID) and represents Kansas on the Interstate Migrant Education Council (IMEC).  She earned her Masters in Education from Kansas State University and her BA in Education from Kearney State College in Nebraska.

Angela Branz-Spall  currently serves as the Montana Director of Migrant Education at the Office of Public Instruction in Helena, Montana. With over 30 years of experience in program administration, curriculum design and teaching, Ms. Branz-Spall’s career has focused on providing educational equity for disadvantaged children.  During her tenure at the Montana Office of Public Instruction, Ms. Branz-Spall has also served as the Director of the Bilingual and Civil Rights Programs. Ms. Branz-Spall is a recipient of the 1995 National Association of State Directors of Migrant Education  (NASDME) Award for excellence in the advancement of the concept of continuity of serves through interstate coordination.  She is the co-author of several articles and publications regarding the migrant education program, including, “Children of the Road:  Migrant Students, Our Nations Most Mobile Population” published by Howard University Press through the Poverty and Race Research Action Council (PRRAC) and most recently, “A History of Advocacy for Migrant Children and Their Families: More than 30 Years in the Fields” from the book Scholars in the Field published by ERIC.   She received her Bachelor of Arts Degree from Gonzaga University and her Master of Arts in Curriculum and Instruction from the University of Oregon.

Mary Ann Losh serves as Administrator for the Nebraska Department of Education.  Dr. Losh has previous experience in administration, professional development, instructional strategies, federal programs and both general and special education.  Her education career began as an elementary teacher and later she taught special education and was an instructor in a summer migrant program.  Dr. Losh holds a Ph.D. in Administration, Curriculum and Instruction, a Specialist Degree in Administration and a Bachelors of Science Degree in Elementary Education from the University of Nebraska and a Masters of Science Degree in Special Education from the University of Kansas.

Sue Henry serves as the Education Specialist for Migrant Education in the Nebraska Department of Education.  Sue has worked for the migrant program for eleven years and served as the state ID & R trainer for the state of Nebraska.  She has had the opportunity to be a team leader in interstate identification and recruitment activities.  She has attended Newman University and Bellevue University where she received a Bachelors of Science Degree in Human and Social Services Administration.
